The Problem Was Not the Fire Damage
The real problem was everything else. First, the structural assessment. Seven non-destructive testing methods were deployed before a single line of work was scoped. The findings were sobering. A structure built in 1955 had not been designed for the seismic code that exists today.

The construction programme ran 24 hours a day. Structural works — involving vibration, dust, and heavy lifting — were happening within metres of functioning government offices. No department moved out. No government process paused.

Institutional Delivery
By March 2015, Mantralaya was a different building. Seismically strengthened to IS 1893 code. A state-of-the-art firefighting system. Fire-rated electrical rewiring. Centralised air-conditioning. The building that seats the government of Maharashtra's 120 million people was handed back — safer, more capable, and fully operational throughout.
